The largest teacher of Braille in the world and the only "distance learning' school for blind people world-wide is located in Winnetka< Illinois.
The school survives largely on donations despite having some 10,000 blind and visually impaired people enrolled in their classes in business and other vocational subjects.
Hadley has been involved in distance learning for much longer than distance learning has been cool.

In addition to China, the school offers support to students in as many as 100 foreign countries.

The school does NOT receive government monies - it should, imho. The students also pay nothing. The school depends solely on gifts.
"All people have to do is take our courses," chairman of the board, Clyde William said.
