
Not too many people start something hoping to give up part way through. Though I am confident I have a few students who are enrolled only so that they can get financial aid and survive a few more months before they are kicked out and go looking for money elsewhere.
Be that as it may, the "Measuring Up 2006: National Report Card on Higher Education" grades the fifty states on which states to their part to see their students through to completion - diploma, certificate or degree.
The top ten plus two:
Florida, Georgia (if you can find a school to go to), Iowa, Massachusetts (three A's so far) Minnesota, New Hampshire, Pennsylvania, Rhode Island, Vermont, Washington, Wisconsin and Wyoming (are their students in this state?) (A)
The bottom six:
5 - 6 Arkansas, Oklahoma (C)
4 Lousiana (C-)
3 New Mexico (D)
2 - 1 Alaska and Nevada (F)
Schools are at their best when they accomplish the task they are there for - 12 of our states get that job done while six need to go back to school.

Measuring Up 2006: The Nation's Report Card on Higher Education gives grades to each state in various categories:
1. Preparation - how well the state prepares its high schoolers to go to and finish college
2. Participation - how accessible are college level courses and training to young people and working-age adults
3. Completion - how successful are students at finishing what they start
4. Affordability - how feasible is it for families and individuals to pay for schooling
5. Benefits - how does this education help the individual make a better contribution to their state
