
Casino operators are pledging to give as much as $850 million for college tuition grants if they are allowed to set up shop in Ohio.
The "Hell, no!" conservative Ohio vote, however, is disputing the offer.
"Every student" in Ohio will NOT be eligible for tuition grants.
1. 43% of Ohio H.S. grads don't even attend Ohio colleges. They are ineligible.
2. Distance learning students, home-schooled students and private non-chartered students are ineligible.
3. Students who do not take core and advanced academic courses are ineligible.
4. Students who do not participate in readiness programs are ineligible.
5. Students who do not contribute to public life through volunteering are ineligible.
6. Students who do not attend institutions approved by the Board of Regents are inelible.
7. Students who do not finish in the top 5% of their classes are ineligble.

It seems to me that students have a better chance of getting money from Casino slot machines than they do from Casino royalties.
