Watson made a pitch to the Chinese goverment to give more support to science and technological research.
China, for good and for bad, does not have some of the restrictions that their counterparts in the west have. China also has the manpower to do research if they have the funds.
No doubt China has much to offer the educational, scientific and technogical fields in ALL areas, not just biotech.
