Nearly 50% of Arkansas' college profs teaching freshmen blame the state's public high schools for sending them students who are not prepared.

Two-thirds of the profs say half of the students need remedial or developmental courses for the freshmen they teach.

So, is this a situation that only Arkansas is facing?  

Why can't/aren't schools preparing students well enough?

I can't imagine high school teachers not caring, not wanting students to succeed and move on.
