The average increase in state spending on higher education costs was 7% over last year and 14.4% over the last two years.

However, some states are keeping their spending increase down.

The top ten states with the LEAST increase in spending over last year.

1. New Jersey - spending went down 2.7%

2. Montana - down 0.7%

3. North Dakota - no change in spending.

4. Indiana - up 1.9%

5. Hawaii - up 2.3%

6. Minnesota - up 2.6%

7. Missouri - up 2.7%

8. Ohio - up 3.0%

9. Massachusetts - up 3.1%

9. Michigan - up 3.1%

9. Rhode Island - up 3.1%

9. Iowa - up 3.1%

So, when a state is decreasing funds, or not increasing them out the gazoo - Alabama 18.7%, does that mean the state doesn't care, or are they holding the schools fiscally accountable or something else?
