Indicators for education were based on rate of enrollment in higher education, TOEFL scores, average years of school attendance and ratio of government education expenditure to GDP.

Seems like the Nordic countries are the place to be if you want to get a first rate education.
I hope someone from one or more of those countries weigh in.

I believe you have that list wrong, unless a whole lot changed in the last 10 years.
Belgium has always been one of the top 3 countries in education and surpassed the United States by far.
