Covering the business of education and training

Two Senators are introducing the Abraham Lincoln Study Abroad Act of 2006 (S. 3744), which calls for a national program to encourage study abroad.

The goals of the program:

1. Create fellowships

2. Create scholarships

3. Establish partnerships with colleges and universities

4. 1 million students studying abroad annually by 2016

5. Expand study abroad opportunities  for new populations

Where WERE these programs at when I was a kid?

Every college student should take a year or more to study/live overseas before they graduate.

Why would anybody NOT want to take the opportunity to study overseas if they had the chance?

I can't imagine.
