There's a judge in Colorado who has found a way....actually four good ways to prevent people who break noise laws from becoming repeat offenders.

The judge says ....'When you have a person playing rap at extreme volumes all over the city, and they have to sit down and listen for an hour to Barry Manilow, its horrible punishment.'

4. Barney the Dinosaur

Listeners are not permitted to eat, drink, read or sleep during the one hour session which takes place four times a year.

And people who play "Top of the World" too loudly in public...they must listen to rap music for an hour.
