At a cost of Y600,000, 55,000 copies of a 4-paged A4-sized 'morality manual' was printed up and will be distributed to Hokkaido's teachers - elementary through high school.
Other employees of the prefectural board of education will get copies as well.
Last school year (2006), a record 18 teachers were canned, and 13 others have been dismissed this year for various reasons.
Teachers ran into trouble over:
1. sex
2. money
3. corporal punishment
Info on past incidents and the legal penalties are included in the manual.
Last year:
14 teachers were punished for sex shames
16 were disciplined over corporal punishment
2 were penalized for money problems.
In the capital, Sapporo, an elementary vice principal was arrested for - child prostitution.
Seems to me the manual is pretty late.
These things are best prevented, not corrected.
What do you think?
